It Involves A Giant Balloon
First things first. This enormous 30-person helium balloon! Located in a park at the corner of Prospect and Washington, the balloon (which would be called Brooklyn Rising) is intended to be something of a tourist attraction and "neighborhood amenity," taking passengers on short observation tours. Yes. Why not.
