Paper reports that the 77th is a relatively small precinct; an expert from a marijuana-law reform organization called the numbers "aberrational," though the precinct's commanding officer denied any stepped-up anti-marijuana program. Nevertheless, marijuana users in the area would be smart not to smoke on their stoops or local subway platforms.
