If NYC were a party (which it often is), Sandy's the chick who you don't want to invite because she's going to drink all your booze, get too sloppy, and leave without cleaning up. So with that threat in mind, New Yorkers felt the need to go extra hard in the earlier, safer portion of Halloweekend in case of emergency, which I present to you in all its .giffed out glory.
