thank you for writing about this exhibition, we're really excited about it.
regarding the terms of service, all of the gif submissions happen via a tumblr blog, so they're governed by the tumblr terms (http://www.tumblr.com/policy/en/terms_of_s…). we definitely don't own any of the submissions.
as for our own tos, the boilerplate language that you're referencing only applies to our own content, not content that's uploaded to our site.
