You'd be hard-pressed to find a reputable source that doesn't cite the Magnetic Fields' diminutive, curmudgeonly Stephen Merritt as one of the best songwriters living, or at least currently working. This is not to say his catalog is without low points, of course, or even that his best work isn't behind him, but his status as a national treasure is pretty much set in stone at this point.
