Vying to appear in The L‘s Villains of NYC two years in a row, Pedro Espada suggested he might shut down the government again this year by refusing to vote on Governor Paterson’s emergency spending bills, which have to be approved every week because New York State still doesn’t have a budget. Why are there no term limits in Albany? (We don’t like Espada.)
